Guardian Insurance Services is an independent health insurance agency founded by Evin van Doesburg, licensed since 2019. We focus on the ACA Marketplace and also work in Medicare and dental and vision coverage. We are licensed in Texas and several other states.
We know what it takes to build a book of business as an independent agent, and we want to support fellow agents doing the same. When you join as a direct downline, the Guardian Insurance Services team helps you through carrier contracting, shares what we’ve learned through training and one-on-one mentoring, and gives you tools to quote and enroll efficiently.
Markets we support
Individual & Family (ACA Marketplace)
The ACA Marketplace is the core of our agency. We help agents get set up to write individual and family health plans on and off the Marketplace, with quoting and enrollment tools such as HealthSherpa. Our team can walk you through Open Enrollment and Special Enrollment Period workflows, plan year renewals and day-to-day service questions.
Carrier availability depends on your licensed states and is reviewed with you during contracting.
Medicare
For agents who work with Medicare beneficiaries, we help with carrier contracting and offer training and mentoring on the compliance requirements that come with this market, including annual AHIP certification and carrier-specific certifications.
Product types: Medicare Advantage, Medicare Supplement and Part D (prescription drug) plans. Carrier availability is reviewed with you during contracting.
Dental & Vision
Round out the coverage you offer clients. We can help you get contracted for dental and vision plans alongside your ACA and Medicare business.

Frequently asked questions
Do I need to be licensed?
Yes. You need an active resident insurance license in the line of authority for the products you plan to sell (for example, Accident & Health for ACA and Medicare). We verify licenses and NPNs as part of contracting. If you’re newly licensed, you’re welcome to apply.
What if I’m already contracted with an upline?
You can still apply. Depending on the carrier, you may need a release from your current upline or from the carrier before you can be contracted through Guardian Insurance Services. Release rules vary by carrier, and our team will review this with you before anything is submitted.
Which states can I be contracted in?
Agents licensed in any state are welcome to apply. Contracting availability depends on the carrier and on the states where you hold an active license, and our team reviews this with you during contracting.
Is there a cost to join?
No. There’s no fee to join Guardian Insurance Services as a direct downline.
Do I need my own E&O insurance?
Yes. Agents need their own active errors and omissions (E&O) coverage. We’ll ask about it on the application and confirm it during contracting.
Do I need AHIP or FFM certification?
For Medicare, carriers generally require annual AHIP certification plus their own product certifications before you can sell. For the ACA Marketplace, agents selling through HealthCare.gov must complete the annual CMS FFM registration and training for each plan year. State-based exchanges have their own requirements. Our team can help you understand what’s needed for the markets you plan to write.
How are commissions handled?
We offer competitive commissions. Compensation details for each carrier and product are reviewed with you during the contracting process.
What kind of training and support do you offer?
Training on products, enrollment workflows and compliance, plus one-on-one mentoring with our team, and access to quoting and enrollment tools such as HealthSherpa.
